What is up with Texas?

I see that that the i130 for unmarried children has been stuck at 1/04/99 for overa year and the othert dates are also really far behind the other centers. what is going on?

With the TEXAS center either things go really smoothly or they are completely screwed up. I have had terrible experiences with this center and do not have any faith in their updates or their way of doing things.
