INS service center (eg: Vermont service center) sends (oops.. transfers) your file to local INS (some call it as district office) office instead of approving themselve.
The local INS office generally calls you (for interview) and asks you to bring the documents (mentioned in the interview letter. )
They look at the file + the documents (pay stub + employement letter + tax return etc.) + see you personally and decide on the case.
Some times they issue the GC and allow stamping. Sometimes they will say that they will convey by letter about the approval later.
Basically when the file is transfered / moved / sent / defered to local INS district office it is refered to has TRANSFER case.
