What is this Retrogression?

I see talks about this issue but when I try to find any threads on what it is exactly, I am unable to find them.

From what I have read so far, does it affect only EB3 and people from China, India and Phillipines?

I would appreciate it if someone explained what the retrogression is and how it affects people who have already filed 140/485?

Correct.

The "retrogression" means there is a cut off date for people in these categories: no I-485 approvals will be issued to people in these groups whose priority date (usually receipt date of labor application) is later than the cut off date (currently Jan 2002, I think). It is called "retrogression" because the cut off date (which used to be current date, i.e. everybody could be approved) moved backward to past time.

The priority date for EB2 is still "current", so you are not affected.
