Does it necessary for GC ? and if so at what stage we need to start this process ?

Its a part of 485 processing. These days, unless there is a green signal from FBI regarding a applicant's name, his/her 485 will not be approved. Only a small percentage of names might get stuck with this process which might take anywhere from few days - weeks - months.

You don't need to do anything...USCIS will send the request to FBI for your name clearance. But if you see that your 485 RD has crossed the processing dates, you can inquire with the customer service to see if it is because of Name check. Proactivley after your FP, you could send in a email to FBI (fbinncp@ic.fbi.gov) to inquire if your name check has been cleared.
