I think it is that you should get your approval within a month of an RFE..2 months is the official time I read in an earlier post..
 
Theory is that if you reply to an RFE within 30 days and your 2nd Fingerprinting is done, you will get approval within 30 days.

This thery was more applicable few months back when approvals had been reduced to a trickle.

I will probably test it soon as I am going to respond to RFE within the next few days.
