what is the number to call an IIO at vermont?

If 802-527-4913 is the no. then how come people say that they
had to wait for 20 minutes or 30 minutes because I tried this number several times and I was never put on hold.When it is busy, it is busy and you can't get on hold you have to retry again and again.I was just wondering if there is any other number

That number is always busy.... u should keep dialing till u get through the AVM then talk to IIO.....
Thats a normal thing.....
