What is the meaning of this AVM message

We got one(mine) EAD approved a month back. For other EAD (my spouse's) now the AVM message says 'A Written decision has been mailed on 9-Aug-2002'.

Does this mean a RFE? I always thought EAD is a simple thing, normally they approve for every one.

This would mean either denial or intent to deny.
I really see no reason for denial of EAD for a dependant, must be something fishy at INS end. If there were some papers missing, they could have send an RFE. Wait for the response to see what they have to say.

Funny thing is

I am dependent on my 'Spouse's' GC processing. My EAD got approved and this funny EAD message for my sopuse.
