What is the logic of RFE on 485 when EAD issued without RFE

There are several people who have been issued RFE just before getting 485 approved? What is the logic of that when EAD has been issued without RFE for the same individuals?
ALso logic of issuing EAD without I140 approval? (This is in my case)
