What is the impact of priority date on the dependants?

My PD is 06/02 and 485 has been approved, but my wife case is still pending.
Since the priority date rolled back to 01/02. Will my wife's case keeps pending till the priority date changes to 06/02?
 
No, the derived beneficiary always carries primary beneficiary's PD, but still essentially the derived beneficiary use up the available immigrant visa quota.

What does "available immigrant visa quota" mean? That includes all of the
visa quotos for all categories?

Does that mean...

that we can add dependent, i.e. apply I485 even if the priority date is cut-off?

My understanding is that dependent will have the same PD as the primary and since that PD is cut-off for now, the dependent case will not be processed if it is already applied or the dependent will not be able to apply if not yet applied until the PD becomes current.

Please comment.
