RIR is "Reduction in Recruitment. Here, your employer has completed the recruitment efforts prior to filing the LC so SESA/DOL merely needs to review the recruitment efforts and determine whether they were sufficient to demonstrate that no qualified US worker is willing to take the position.
My case in early Sept. How long am I supposed to wait?
You are supposed to wait as long as it takes for DOL to certify the LC. How long that is varies from a few months to more than a year depending on where your LC was filed and whether it is deficient in any way.
My company laid off people at the end of Aug, what effect could be on my case?
Yes, it could lead to your LC being denied, particularly if the workers who were let go were either US citizens or GC holders. This certainly increases your company\'s burden in showing that no US workers are available. If there were US workers laid off and they held similar positions certification will be nearly impossible.
