What is procedure for H-4 in Mumbai Consulate?

I'm planning to get married in March 2006 ... can someone please post the procedure.

I understand I have to set an appointment, however what all documents I need to send to consulate and within how many days?

Also even though me & my wife are from Mumbai, can we apply at other consulates are Delhi if there wait time is fewer days?
