what is prelimanary processing?

After sending RFE to CIS, my case status changed to "On December 16, 2005, we received your response to our request for evidence or information. It is taking between 120 and 180 days for us to process this kind of case. However because preliminary processing was complete, the remaining processing time will be less than the maximum stated in this message. You will receive a written decision on this case."

Any idea on what "prelimanary processing" is? and how it effects the whole process?

Your case was already processed halfway before the RFE was issued. (Its called preliminary processing) You need to send in the requested documents to complete the processing.
