what is Labor Certificate Substitution

I have jsut been denied premuim processing for my second I-140 petition. I have a masters degree, but due to a lawyers error, the LC was approved for EB3. The lawyer made another error and filed for EB2 anyway. That was denied. Now we have just refiled for EB3 on the same Nebraska center, but we were told that PP is not available for Labor Certificate Substitution.
What does that mean? Can anyone tell me how long this is going to take to be processed.
