What is going on here !

I have freinds with ND 2004 and 2005 .. they recived FP code 3 and RFI .. is that mean they just step from approval ? if yes what about 02/03 and even some 01 ... I can't undrestand the way INS process cases ... any idea !!

No, it means they just one step closer. How close, only God knows.
My ND is 05/2003 and I got my Bio 3 and RFI recently.
 
I think that because the RFI process is seperated from adjudication prosess, after the cap was removed, uscis doesn't need to hold the RFI process with same pace as adjudication. they can keep on sending RFI to those asylees who are qualified for adjudication. with regarding to many case approved, the waiting period between these two steps is 2-3 monthes generally, so hopefully, ND 2003 will be approved since the beginning of 2006.

Same here! I went to Code 3 myself last Saturday. Otherwise, I would have to wait till 12/28/05. It appears that my case fell into that unfortunate category with ND 2000-2001. I discovered here that there's lots of cases with much later ND than mine that have already been approved. I am sincerely happy for these people and will have to fight for myself. Again! God, give me patience! Meanwhile, I will be sending an inquiry letter to NSC.
