What is difference between service center processing dates and visa bulletin dates.

I apply for my brother and I am a us citizen. I am confused to look for the process time for that I-130 visa for my brother.

In service center processing, I-130 Petition for Alien Relative, U.S. citizen filing for a brother or a sister , September 30, 2000https://egov.immigration.gov/cris/jsps/Processtimes.jsp?SeviceCenter=Vermont

In Visa bulletin,Family sponsored Prefernces,
Fourth : brother or sister of u.s. citizen - 01AUG1995

Which should I consider? visa bulletin date or service center processing date?

First you follow the Visa Bulletin until your PD (Priority Date) becomes current. Then you look at Service Center processing dates.
 
There is a notice date in receipt letter. But, don't have priority date. What's the priority date?

You should be able to see your priority date on your I-130 approval notice. I believe, it's the same as the receipt date.
