What is best bet for September RD /November ND / March 5 FP?

Any Norfolk (Virginia) FP pendng cases / experiences. My RD is 11/30/2001 and ND is 12/12/2001, waiting for FP for Norfolk location, Virginia State.
 
RFE Question

If one changes address from statistics, does that automatically cause INS to give an RFE? I m just curious because my lease expires by May ending. I ve already done my FP last week in March and I m waiting for GC approval.
