what is application procedure for EB1 EA and PP?

As I understand:

first
send out the an application with I-140, cover letter and supporting documents
(where to send so I can request PP)

second
request PP online

is that right?

This way it goes to NSC. The better route is:

E-file I-140 (hopefully goes to TSC), do not forget to print out pdf receipt notice with instructions

Send supporting documents by mail with copy of your receipt notice

Make sure that they received your documents (watch for LUDs or call them)
