What is AC-21? Can I use it?

Recently I got my labor approved from CSC and have applied for I-140. My 6yrs on H1 expires in NOV 2002. Can I extend my stay. Does AC21 help me to extend my stay. What do I have to do to apply for extension? Would appreciate any replies.
