What is a welcome notice ??

I got GC approved and it has been 5 months since I did PS. I have not yet received my card. I have already called BCIS 3 times and in Oct. they sent me a letter saying that I need to wait 60 days before contacting them again. But I tried to call them before 60 days were over. They kept asking me if I received the welcome notice. I told them that I got the approval notice which I took to local BCIS office for PS. I tried to ask them couple of times if that is what is meant by welcome notice. But the customerservice representative didn;t know what it meant even though he kept on asking about welcome notice.

The secondary applicant has already received the GC. But primary applicant is still waiting for GC since last 5 months.

Please let me know what is welcome notice and when do we get it. What should I do as it has already been 5 months since stamping

Welcome notice comes to you once your passport is stamped. All you need now is your plastic card.

Welcome notice is just a formal form that you get from INS "Welcome to United States and you are now a permanent resident". They have already stamped your Passport. Then why do you really care of your welcome notice.

If you feel that no one has welcomed you till now, then I would welcome you "Welcome to United States".. Just kidding..

Just wait for your plastic card, and that is all you need to care of now.

As far as I know USCIS seldom sents welcome notice but rather directly mails the GC card. Your problem could be either your card is lost in the mail or they have misplaced your file or communication gap between place where you got your stamp and regional serivice center.
Keep nagging the coustomer service some good person will help you (Holiday season is the good time to get the things done as staff are in festive and pleasant mood! Wish them happy holidays) .
