What impact has Tom Ridge's resignation on USCIS processing?

As Tom Ridge announced his resignation today as Homeland Security chief(who is the boss for USCIS,border security and various other agencies),what effect has this on the processing by Service Centers ? Positive/negative/no effect?
I'm sure there will not be any immediate signs(atleast until Jan '05).
But, what do you think?

May be USCIS will become more efficient as there may not be lot of Security Alerts by DHS so USCIS officer will be less scared and try to pat attention for their duties which possibly may help in increased productivity of USCIS
