What if priority dates retrogess at this time!!!

Was just wondering if they just cut down on EB3 quotas and then what if priority dates retrogess. One good thing is for EB2 cases, if and if when they reopen their approvals should be fast.
Also all of that H1B trash is in EB3 quotas, so in a way it may be good who knows for the US.

I guess it cannot go behind Aug'01

INS has already processed almost all August and 90% September cases. So they can only stick to September'01 as the current date even if it retrogress, which is the same even now anyway.
