Hi Mazhulia,
The simple fact of being illegally in the United States doesn't disqualify you from getting a green card if you were selected by the green card lottery. But, in general, grounds of inadmissibility for gc will disqualify you even if you won the lottery. For example, if your expired visa is a J-1, are subject to the 2 year residency requirement and don't have a waiver, then you will not get GC even if you were notified by the National Visa Center.
In case this is not just a hypothetical question, but you or somebody you know got notified by NVC but are (is) illegal, I recommend having a consultation with a good immigration attorney ASAP to determine if there is hope and whether to go for AOS or CP.
