What if Advance parole not approved after 90 days?

My wife's AP application is pending with Nebraska center since 10/16/2006. We have to travel outside of country in last week of January. There are still good chances that her application will be approved (assuming no RFEs) but what if 90 days are passed and application is still pending?

Can we go to local office after 90 days are over to get an AP? Is there any such rule or local office issue AP only in emergency cases? Please share you knowledge and experience.

You can go to local office and they will initiate the process if it is after 90 days and you may get result in 10 days after that.
