What happens to Ohata Memo in light of Retrogression?

Any insight, Guys?

If NSC insists on concurrent adjudication after retrogression, a lot of people will be screwed since AC21 basically becomes worthless.

If NSC abandons O memo the freed up resources should speed up 140 processing, which is a positive.

Anybody has any info to share?
