What happens to asylees in this case?

Gilbert or anybody else who knows for sure, please comment.
I heard about the some law that if someone doesn't become US citizen in first 7-8 years after their arrival, they don't get social security benefits for those first 7-8 years. I heard that George bush made it 8 years for asylees and refugees only until 2006 or 2007 I don't know which.
My question is, that when people become permanent resident or citizens, usually they go to SS office to inform them. Now that asylees and refugees have unrestricted SS card, does that rule apply to us. Do we still have to notify SSA when we'll become LPR or citizens?

Sorry Gilbert for not being very clear. I edited my original post, please see if it makes any sense now. Specifically, I'd be interested to know the answers to the following two questions;
(1) If Asylees don't become US citizen within first 7 or 8 years after their arrival in US, do they lose SS benefits for those years?
(2) Now that asylees have unrestricted SS card and they look just like the ones issued to US citizens, do we need to go to SSA and inform them about our status change after becoming LPR or US citizens.

I think you get two issues confused. Social Security benefits are the American pension system. You will draw this after you retire. You earned this benefit by having payed FICA taxes (for 10 years). The only immigration requirement is that you are legally present in the United States.

There is something called SSI which is basically a form of welfare payment to some folks with little assets/incomes. Noncitizens are not eligible for this. Asylees and refugees have a seven year exception to this ineligibility. And we are trying to get the period extended in Congress due to the asylee adjustment backlog.

In theory the SSA system is connected to the CIS system. Updates are supposed to be automatic.
