What happens in this scenario

Can someone tell me what happens in the following scenario:

Lets say a newly naturalized citizen submits her original naturalization certificate at the passport facility in a local post office for getting her passport. Lets say that the post office messes up and the certificate gets lost. Now lets say that a few months pass by and the applicant does not get the passport. So they try to contact the passport office phone number. They say that they have no record. Now the person has to travel. immediately. What are the options here? Replacement naturalization certificate from USCIS takes a long time. Can the person go to the Passport agency (which serves customers traveling in 2 weeks) and get a passport with a copy of the naturalization certificate? If not, is the person just screwed?

I know that this is a hypothetical situation - but it is possible. So please respond if you have thoughts on this.
 
You cannot get a first passport without the original natz certificate, so you would be SOL until you get a replacement. A certified copy is not considered sufficient.
