What Happens First

Is the background check performed prior to issuing RFE, or does it happen after they receive the RFE response.

The better question would be, are they related?

Why I'm asking is to try to predict the time it takes from RFE response until approval, to see if it is BCIS time or is BCIS waiting on some other agency.

I think, when FBI sends the FP info to CIS..., the background check is completed...
