What happened in 2018?

I was reading the historical VB info on britsimon's blog (sorry I'm not allowed to add a link yet) here, and I noticed that the cut off number EU for Sep 2018 was in the 25xxx range. If I understand this correctly, that means no one with an EU case number higher than that got a visa that year. Is that correct? If so, what happened that year to make it so low?

There were 116k selectees that year, so they ran out of visas - hence the cutoff. Europe, Africa, SA and Oceania were all cut off. But you can’t just compare absolute case numbers from then to now because factors change, including holes.
