Labor RD in state office I140 RD But in the case of labor substitute, if the USCIS Love's him It is Labor RD in state office of the substitue labor Else if USCIS dont Love them I140 RD For substitue labor also it is labor RD, but some people they say that their PD is 140 RD.Check on this forum, there were many threads
