What exactly is a name check?

I've been reading about all the issues pertaining to the name check and I just want to confirm that I understand what the name check is. Is it the same as the fingerprints you take and send to FBI for lets say the Canadian Immigration? If yes, would the name check for the GC go faster if you've just done the same thing for the Canadian immigration?

If no, what is different about it? Please advise.

If the name check is same as the FP, why are so many people stuck in the NC? Why would the name check for the GC go faster if you've just done the same thing for the Canadian immigration? You know they are processed by two different governments, don’t you?

Name check is a room full of 925 monkeys that bang on keyboards. As soon as one of them types your name, you are free to go.
 
The one for Canadian immigration requires an FBI clearance if you reside in the US and that is NOT done by the Canadians. Thats the reason why I was wondering if having done that once may have an impact on the other.. But no worries, I found out what a name check is now by looking at FBI's own website and the process sucks to say the least. I want to immigrate to the Virgin Islands at times like these.
