What else to try?? I-360

I filed I-360 (battered spouse) in May 2003. In June 2004 submitted additional evidence. Notice of Action says decision should be made within 60 days. No response yet. I called 1-800 sevral times doing status inquiry - nothing. Sent certified letters to INS inquring - nothing. Wrote letters to congressman, to the director of Vermont Svc Center, to the Ombudsman...no action. Timelines say the work on cases from March 2004... I dont know what else to do, and even dont know if my case is lost. I consulted an attorney..he cant help me with anything at this point...
