What does this mean?

Hi,
My attorney has fwed a mail recd from EDD, California that says "We have completed the processing of your Alien Labor Certification application. Your application was sent to the US dept of labor on <date>". Cany anyone please interpret this for me?

I think this means that the ...

SESA (State emplyment certification agency) has processed your labor certification petition and has forwarded it to the Federal Department of Labor (DOL) where it will be processed.
