What does the revised july bulletin mean

Hello Gurus,

Not clear about the july revised visa bulletin, does this mean that the priority dates mentioned in june visa bulletin are current and can still apply, my friend PD is NOV 2003, the lawyer said that they are not going to apply now.

Simple interpretation of July 07 VB fiasco is "all the categories are unavailable from July 2, 2007. Big underline on effective date July 2, 2007. Unconfirmed news indicate that they used some visa (around 18 to 25K) on July 1, 2007 from July VB quota. This is the reason why they didn't simply revised July VB but issued separate update with July VB.
