Does the receipt of the fingerprint notification mean the USCIS has completed preliminary review or they just start processing? Have you seen the USCIS frequently issues the RFE such as regarding one’s previous status, medical report etc after one's FP is completed or the USCIS usually issues the RFE before sending the FP notification?
