What does the procesing date mean?

On the BCIS website, an information about status for various applications , for various offices is updated monthly.

In my case, it is N400 application at SanFrancisco District office. An update posted today says that in that office, for N400 application the date is August 10, 2003.

Does it mean people with post date of August10,2003 are getting the Citizenship now?

Does any one have an idea about this?
