What does the message " A written decsion has been mailed" mean

I heard this when I checked the status for my I -140 RFE . Has anybody heard tis ?? Any info would be really appreciated

Denial

I\'ve never seen this mean anything but a denial or maybe a letter of intent to deny. Either way, it is not good news.
