What does the I-485 EB3 retrogression mean ?

My I-140 is approved.
I-485+I-140 RD is Feb 2005.

Due to the retrogression, does it mean that NSC is not even processing EB3 I-485 cases anymore ? If so, how many years can it take to get my I-485 processed ?

Your EB3 485 will not be adjudicated until at least Oct 1st. And even then it may depend on your country of birth and your priority date.
