What does the CIR have for us retrogressed EB folks?

There seems to be a lot of buzz about the CIR that the House may look into next month.

Would KhodalMD or others kindly explain what's in it for us folks?
Or rather, to be more specific, folks like me with approved 140 and waiting for movement in priority dates to file 485?

Since CIR bill has not been published yet, there is no visibility on what exactly is in it. We know for sure, that it somehow covers illegal immigrant issues. Nobody knows what legal immigration provisions will be (or have been) included.
