What does the 140 approval notice say

I got 140 approval notice but don't understand the first paragraph of the notice. I am from one of the countires with visa retrogression. Can someone with 140 approved with similar situation tell the content of the first paragraph of the 140 approval notice?

I am not from retrogressed country. And my paragraph says that the petition has been approved, that applicant will be adjusting status. Contact local INS office for further details... blah blah blah.
You should check the "Notice Type" field to see what category is your I-140. Then look up visa bulletin to see the dates, when you can send I-485.
