what does "STAMPED" mean ?

I have read lots of people whose I140 /485 applications reached USCIS by Dec 30,2004 BUT are getting receipt dates of AFTER Jan 1,2005 !!

How does that affect us WRT EAD, AP etc ?

Will they still grant EAD , AP if the case was recd at USCIS by Dec 30,2004 or follow the receipt date they have allotted ?

I read this on Murthy.com :
"The Retrogression and Concurrent Filing Memo confirmed that, if an applicant affected by retrogression filed the Form I-485 application by December 30, 2004, it is considered properly filed and will remain pending. The USCIS must have stamped the package on or before December 30, 2004."

It says " USCIS must have STAMPED the package on or before December 30, 2004"
Does anyone know what they mean by "STAMPED".?
 
Every time a piece of mail is received by the USCIS, it gets a stamp with the date in which it is received. So even though your mail may then sit there for a week waiting to be opened and processed, they know exactly when they received it.

In the example you listed above, the pieces of mail arrived on Dec 30 but they they were not processed after the new year.
