what does "Soviet Scientist" mean

i filed EB2-NIW last year and received I-140 approval notice today, but one thing on it does not seem to be obvious to me, which is "Section: Soviet Scientist, Sec 203 (b) (2) (A), P.L. 102-509."

I am from China and have no relation with Soviet Union in any form except that ideology is the same between China and then USSR.

will this impact 485 approval if it indeed and mstake?

I noticed that "Societ Scientist" section was added to I-140 application after I applied (Aug. 28, 2003 - still waiting). However, I've seen no explanation for that section.

I'd like to know what this section means and why it was added separately?
