Does anyone know what LC in the context below mean? I got this message from some one. Just wonder what is LC.

"Re: Adjustment of status? (Kenmw)

I didn't realize that she was ELIGIBLE for 245i!

She would need to have filed an LC, an I-130 or an I-140 prior to April 30, 2001.

Otherwise, she is NOT eligible for 245i and filing an I-485A is a waste of $1000.00."

The discussion before this message is pertaining to my spouse being overstay her I-94. At that time, I filed I-130 for her before I-94 expired and her F-1 application was in processed but later denied.

Here is her timeline:
AOS timeline

Nov/2001 – Filed I-130 for my wife (I was a GC holder)
18/Oct/2004 – Requested upgrade of my wife I-130 with my copy of US
naturalization cert.
8/Nov/2004 - I-130 approved (online)
12/Nov/2004 – Mailed AOS/EAD to Newark
13/Nov/2004 – Received I-130 approval letter
15/Nov/2004 – Notified Newark of the I-130 approval and NVC (NH) to hold the
I-130 package there
22/Nov/2004 – Received NOA-1 for I-485 fingerprint and biometric (RD: 15/Nov/04)
22/Nov/2004 – Received NOA-2 for EAD biometric (RD:15/Nov/04)
14/Dec/2004 – Scheduled to go for Biometric and fingerprint

Thank you all.

LC is labor certification and it's required for GC in employment based cases. Basically employer needs to get certification from Dept. of Labor before filling employment based I-140 petition.
