what does final adjudication mean?

I talked to an IIO this morning (ND 12/12/2000) and he said my application was in for final adjudication and as an explanation he said that a check would be done to see if I abided by the law and would be approved if I did. No clue if that means that my application is with an officer or if it is in some other stage. He would not give me any other information. What does it mean?

Sounds like it\'s with an officer like some of the other ND 12/12 out there. My ND is 12/13.
