what do district offices do ?

I see processing times for BCIS district offices which includes I485 applications and EADs. What are these cases ? Why are we at Nebraska versus a district office ?
 
different types of immigration benefits cases go to different levels in the BCIS organization; e.g., employment-based i140/i485/EAD/AP cases go to regional service centers, whereas family-based i130/i485/EAD/AP cases earlier used to go to local offices, and now they go to the new National Benefits Center in missouri. all of these offices and centers have their own processing times based on their caseloads.
