What determines Eb2 or eb3?

If the position requires BS + 4 yrs exp. but the Job title is Project Manager and Job Responsibility is of a Project Manager. Do this fall under EB2 or Eb3?

Is there a list of O*NET-SOC codes that is avaliable for EB2 category? May be there is website which categorizes the codes based on the EB categories...
