What decides where my case ends up?

I just hopped on the GC band wagon and expect my Labour to be filed under PERM in Nov and then move on to I-140 and I-485 from there. I was wondering what decides where my case for I-140 & I-485 (I'll file concurrently in EB2) will end up?

My company is based in VA I was wondering where will my I-140/485 will be filed? (Vermont or Nebraska). I've been hearing that all I-140 cases are being transferred to Nebraska from Vermont, is that true?

Please advise.

Thanks.. So now my question is again, what decides that my case filed in NE goes to Texas? Is it totally random? Just like everything else at USCIS.
