Code1: Fingerprinting all fingers
Code2: Index fingerprinting and picture
Code3: code1 + code2

Big difference.
Code 1 is fingerprints used by FBI for background check.
Code 2 is index print + signature + photo used by uscis for Green Card production
Code 3 = code1+code 2.This means,uscis can ask you do code 1 and code 2 at the same time.
