what are manipulated photos?

Entries are subject to disqualification and visa refusal for cases in which photos have been manipulated or fail to meet the specifications explained below.

My Question is: What do they mean by manipulation ? does cropping and adjusting photo dimensions and DPI (dot per inch) are considered manipulations ?

Yes VINIPUX is correct....croping a picture is absolutly fine that is to make according to their requirements.USCIS or DOS normally verify the picture of the applicant with the package came from KCC.They want legitimate person to come forward.There are some places in the world that these winning letters can be sold and other fake supporting documents can be produced.

Cropping or changing DPI do not constitute "manipulation" of photos. They are mere adjustment to required size, and are essential fundamental processes of making digital photos (in fact someone - either your camera, scanner, you or your photo print shop computer - must do it in order to get a digital photo of right size). One the otherhand, removing skin spots or features (to beautify), removing or replacing background or other objects or people's face from the photo, removing red-eye, removing or adding dangling hair or spectacles etc etc which can change the composition a photo are manipulation of photos (usually done in "Photoshop" or other software in producing cute-looking advertisement materials).
