What are immigration proceedings?

Form I-130 says

16. Has your relative ever been under immigration proceedings?

Does this include being refused entry under the vwp? The officers that refused me were using words like "deportation" but they used my own return ticket to send me back home. My passport has a stamp that says "refused in accordance with INA section 217" does this mean that I was under immigration proceedings?

Is the answer to this question yes or no in my case?
