Went for Passport Stamping but was asked to come back in 3-4 weeks

Just now returned from INS office in VA . They took both our photographs and signatures , a copy of the approval notice and said that they have introduced some new security "crap" and it may take another 3-4 weeks before I get another notice .

I then would have to take that notice and go again for stamping.
